Rebuild is a historic investment in Philadelphia’s communities, channeling hundreds of millions of dollars into revitalizing parks, rec centers, and libraries around the city.

But when ChatterBlast stepped in, the program was facing more skepticism than celebration. Despite the transformative potential, this legacy project had a measure of community skepticism and uncertainty.  The complexity of the project and its vast network of critical stakeholders required a more elaborate and active communications strategy.

The Challenge

We needed to engage the community, amplify the narrative, build public trust, and engage Philadelphians in Rebuild’s people-first promise. That meant designing a comprehensive communications system, from influencer marketing to traditional PR. One that could deliver consistent, compelling stories from project groundbreakings to ribbon-cuttings, in neighborhoods across the city.

Our Approach

As the lead partner, ChatterBlast collaborated with two additional agencies—guiding shared strategy, shaping messaging, and ensuring every piece of communication aligned with the greater mission. This effort was about getting residents, local leaders, and the Mayor’s Office all pulling in the same direction.
