“ChatterBlast has been a terrific partner in helping us tell the story of Rebuild’s community-driven $500 million investment in 72 parks, recreation centers, and libraries across the city. Their digital expertise, in-house creative team, and thoughtful storytelling have helped us elevate the program and the voices of residents who care deeply about these neighborhood spaces. Their team is flexible, responsive, and always ready to be thought partners — or roll up their sleeves and jump in, no matter the challenge or timeline.” – Lloyd Salasin-Deane, Communications Director at City of Philadelphia, Capital Program Office
Rebuild is a historic investment in Philadelphia’s communities, channeling hundreds of millions of dollars into revitalizing parks, rec centers, and libraries around the city.
But when ChatterBlast stepped in, the program was facing more skepticism than celebration. Despite the transformative potential, this legacy project had a measure of community skepticism and uncertainty. The complexity of the project and its vast network of critical stakeholders required a more elaborate and active communications strategy.

The Challenge
We needed to engage the community, amplify the narrative, build public trust, and engage Philadelphians in Rebuild’s people-first promise. That meant designing a comprehensive communications system, from influencer marketing to traditional PR. One that could deliver consistent, compelling stories from project groundbreakings to ribbon-cuttings, in neighborhoods across the city.

Our Approach
As the lead partner, ChatterBlast collaborated with two additional agencies—guiding shared strategy, shaping messaging, and ensuring every piece of communication aligned with the greater mission. This effort was about getting residents, local leaders, and the Mayor’s Office all pulling in the same direction.
- Messaging Architecture: We designed a storytelling system that mapped to every milestone—from groundbreaking ceremonies to grand reopenings—ensuring each moment was celebrated, shared, and community-centered.
- Visual Coverage & Video Storytelling: We deployed photo and video teams to more than 80 events—boots on the ground at groundbreaking ceremonies, in-progress construction updates, and ribbon-cuttings. At each site, we connected with real people in the community to show not just the progress, but the purpose: how these investments were shaping lives and strengthening neighborhoods, one project at a time.
- Strategic Social Activation: Our content cut through skepticism with clear messaging, real voices, and local pride—earning 1.5M+ engagements and 800K+ video views.
- Agency Leadership: Serving as a strategic lead, we aligned creative and media output across two partner agencies—bringing consistency, collaboration, and clarity.
- Real-World Impact: From QR codes on-site to targeted posts in the feed, our work ensured every Philadelphia neighborhood could follow the progress and feel part of it.
